Pennsylvania Expands Workers’ Compensation Coverage for PTSD in First Responders

Effective: October 29, 2025
Under S.B. 365, Pennsylvania has amended its Workers’ Compensation Act to provide expanded coverage for post-traumatic stress injuries (PTSI) experienced by first responders.
Key Change:
Previously, first responders could only receive workers’ compensation benefits for PTSI if the condition arose from an “abnormal working condition.” Under the new law, effective October 29, 2025, that requirement is removed. A PTSI is now compensable if it results from a qualifying traumatic event occurring in the course and scope of employment.
Who Is Covered:
The change applies specifically to first responders, including firefighters, law enforcement officers, emergency medical personnel, and similar roles as defined in the statute.
