Vermont Expands Eligibility for State Retirement Savings Program

Effective: February 15, 2026
Vermont has expanded employee eligibility for its state-facilitated retirement savings program.
Beginning February 15, 2026, the definition of a covered employee under the Vermont Saves Retirement Program will now include part-time, seasonal, and temporary employees. Previously, eligibility was more limited.
What this means for employers
Employers subject to Vermont Saves must include part-time, seasonal, and temporary employees when determining program eligibility.
Payroll systems and onboarding processes may need to be updated to ensure proper enrollment and reporting.
Employers should confirm employee classifications and hours worked to avoid missed enrollment obligations.
Action Recommended
Vermont employers should review workforce classifications and coordinate with payroll providers in advance of the February 15, 2026 effective date to ensure compliance.
