Virginia Introduces New Employment Laws Effective July 1, 2025

Effective: July 1, 2025
Virginia has enacted two employment-related laws that take effect on July 1, 2025, impacting unemployment claims handling and hospital workplace violence reporting:
Stricter Rules for Employer Response to Unemployment Benefit Claims (HB 14)
Employers will now be penalized more quickly for failing to respond to the Virginia
Employment Commission’s written requests related to unemployment benefit claims:
A “pattern of failure” is now defined as three or more late/inadequate responses (previously four)
A $100 penalty applies starting with the second failure (previously third)
After the third such determination, employers waive all rights (including appeal) unless good cause is demonstrated

Workplace Violence Reporting Required for Hospitals (HB 2269)
All Virginia hospitals must implement a workplace violence incident reporting system by July 1, 2025.
Requirements include:
Tracking and analyzing all reported incidents
Reporting data quarterly to the hospital’s chief medical and nursing officers
Submitting an annual report to the Virginia Department of Health (timeline to be confirmed)
